It was prescribed before the Prophet (peace be upon him) migrated from Makkah to Madinah. During the period when the Prophet (peace be upon him) was in Makkah, those who had embraced Islam in Madinah, and perhaps in other lands, would visit the Prophet (peace and blessings be upon him) to receive the legal rulings that were being revealed to him successively. A delegation from the Ansar in Madinah al-Munawwarah went to the Prophet (peace and blessings be upon him) in Makkah, and they returned with a new ruling: congregational prayer, and that the one who leads the people in prayer should be the one among them who is most proficient in reciting the Book of Allah.
