The Meaning of the Saying of Allah the Exalted: (Indeed, those who committed crimes used to laugh at those who believed... and they were not sent as guardians over them).

The Shaykh : And Allah mentioned at the end of the surah that there are people who commit crimes who laugh at the believers and mock them. When the believers pass by them, they whisper about them in mockery and derision. And when they return to their families, they return amused by the mockery and derision they inflicted upon the believers. And when those who believed see them, they say, "Indeed, these are misguided," meaning deviating from the truth and far from correctness. This word that Allah mentioned regarding those who came before is present in those who commit crimes today. Indeed, many of the people of evil—may Allah have mercy on you—believe that the believers are backward and that they are reactionaries, and that those who have deviated from the straight path are the progressives, and that they are the ones leading society to progress and advancement, as they claim. The truth is that they are leading society to the abyss, to error in creed, mistake in thought, and deviation in action. Everything they call progress that contradicts the Shari'ah is actually backwardness. However, they continue to mock the believers. The position of the believers toward them must be the position of the patient and steadfast one whom these storms do not shake. The outcome will be for the people of truth, whether the time is long or short, by the saying of Allah Blessed and Exalted is He:
That is from the news of the unseen which We reveal to you, [O Muhammad]. You knew it not, neither you nor your people, before this. So be patient; indeed, the [best] outcome is for the righteous. تلك من أنباء الغيب نوحيها إليك ما كنت تعلمها أنت ولا قومك من قبل هذا فاصبر إن العاقبة للمتقين

So the outcome is for the righteous, either in this world and the Hereafter, or in the Hereafter. Therefore, Allah the Exalted said at the end of the surah.
