What is the ruling on one who performed six circuits for 'Umrah in error and did not remember until after he had completed the sa'y and before shaving or shortening the hair?

Machine translationRead the Arabic original
The questioner : The questioner asks: What is the ruling on one who performed six circuits for 'Umrah in error and did not remember until after he had completed the sa'y and before shaving or shortening the hair?

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful. First, regarding the brother's phrase "and may Allah reward you with all good," the correct expression is "may Allah reward you with good." As for the answer to the question, we say: If a person performs six circuits, it is as if he prayed the midday prayer with three units. If he prayed the midday prayer with three units and did not remember until after a while, we told him to repeat the midday prayer. So we say: Repeat the 'Umrah tawaf. You must now take off your clothes and put on the clothes of ihram, and perform the tawaf for 'Umrah anew. You must also repeat the sa'y, because the sa'y was performed after an invalid tawaf. It is well known that the Prophet (peace and blessings be upon him) began with the tawaf and then the sa'y throughout his entire life. If we were to say here that the sa'y is valid, it would follow that we place the sa'y before the tawaf, and this would completely invert the 'Umrah. This is because 'Umrah has only two pillars: the tawaf and the sa'y. If we place the sa'y before the tawaf, we have violated the form of the 'Umrah. So we say: This brother must hasten to take off his clothes, put on the clothes of ihram, perform the tawaf around the House, then walk between al-Safa and al-Marwah, then shave or shorten the hair. This is not like Hajj, for in Hajj, if one places the sa'y before the tawaf of ifadah, there is no harm, as narrated by Abu Dawud with a sound chain:
A man said: O Messenger of Allah, I performed the sa'y before the tawaf. He said: There is no harm. أن رجلاً قال يا رسول الله سعيت قبل أن أطوف قال: لا حرج
This is because what is done on the Day of 'Id does not change the form of Hajj. I mean that placing the sa'y of Hajj before the tawaf does not change the form of Hajj, because they are two rites within the five rites of the Day of 'Id, let alone standing at 'Arafah, at Muzdalifah, staying overnight in Mina, and stoning the pillars. Unlike placing the sa'y of 'Umrah before its tawaf, which completely changes its form. So in this case, it is not valid to analogize 'Umrah to Hajj.
