The scholars said: Two great benefits are derived from this phrase:
The first benefit is that Allah, Glorified and Exalted is He, is above everything, because this Qur'an descended from Him, and descent does not occur except from above.
The second benefit is that the Qur'an is the speech of Allah; the Qur'an is the speech of Allah, and it is not created, because it descended from Allah. The Qur'an is speech, and speech is an attribute of the speaker, and the attribute of the Creator is not created.
So if a person asks, "What do you say about His saying, the Exalted:
and He produced for you from the grazing livestock eight mates وأنزل لكم من الأنعام ثمانية أزواج
[Az-Zumar 39:6]
Do you say that these eight pairs, meaning the eight categories of livestock, are not created because Allah revealed them?" The answer is no. The difference between them and the Qur'an is that these pairs, meaning these categories, are created; we see them, and they are the camels, cows, sheep, and goats mentioned in His saying, the Exalted, in Surat al-An'am:
[They are] eight mates - of the sheep, two ثمانية أزواج من الضأن اثنين
[Al-An'am 6:143]
meaning male and female,
and of the goats, two ومن المعز اثنين
[Al-An'am 6:143]
meaning male and female. Then He said:
And of the camels, two and of the cattle, two ومن الإبل اثنين ومن البقر اثنين
[Al-An'am 6:144]
These are eight. So we say the difference between them and the Qur'an is that the Qur'an is an attribute because it is speech, and the attribute follows the one who possesses it. So the attribute of the Creator is not created, and the attribute of the created is created. As for the livestock, they are distinct entities that exist in themselves, created and visible; offspring occur from their mother and father, and so on, and we observe this at all times.
