Taking a peer means an equal, a like, or a counterpart for Allah, whether it is a stone, a human, or an angel, whatever it is, that one calls upon or hopes in, then fears and loves as one loves the Judge. Calling upon him means calling for a request or calling in worship, or hoping in him "then fearing him and loving him as one loves the Judge" hoping in him as one hopes in Allah, fearing him as one fears Allah, and loving him as one loves Allah. All of this is shirk (associating partners with Allah).
