Fire, as is well known, is an essence that flies and rises, just as you see the flame descend and not return? The smoke rises, and the Fire has risen above it.

It means it thought that the created being from fire would rise above the created being from clay, because clay is a lowly substance that is trampled by feet, while fire is the opposite; it is elevated and seeks height.
