Machine translationRead the Arabic original
The Shaykh : Yes
"There is no difference between its being apparent and its being hidden *** They may be distracted from the immediate necessity
Especially if it is not actually necessary *** But they imagine its necessity in their minds"

This means that those who present the necessity as the view of the speaker do not distinguish between the apparent necessity and the hidden necessity, because as you know, necessities can be apparent. If I say so-and-so made the door, what is the necessity of the craftsmanship? That he must be capable, that he must be knowledgeable, and that he must have materials, is that not so? So we say that this person who made the door has physical capability, intellectual capability, and financial capability. How did we know that? From the fact that the door cannot be made except with these. And so he said this is apparent. The necessity can also be hidden, not perceived by everyone. So the fact that we do not distinguish between the hidden and the apparent is undoubtedly a distortion. And so he said:
"There is no difference between its being apparent and its being hidden" where they make the necessity of the view the view itself
"They may be distracted from the second immediate necessity, the immediate necessity" Yes
Immediate means close.
