This is correct, and by Allah, no person says this, let alone that the people have agreed upon it from the time of the Messenger to this day. What is the apparent meaning of the Qur'an? That Allah said:
created the heavens and the earth in six days - and His Throne had been upon water خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ فِي سِتَّةِ أَيَّامٍ وَكَانَ عَرْشُهُ عَلَى الْمَاءِ
