"And those with stubbornness are people of clear disbelief" The stubborn ones are undoubtedly disbelievers, because the truth became clear to them, but they opposed it and declared disbelievers those who affirmed it. So they are disbelievers from two aspects: the first aspect is opposing the truth, and the second aspect is declaring disbelievers those who affirmed the truth. This is aggression and injustice without a doubt.
"And the ignorant ones, they are of two types" The ignorant common people are of two types.

But they settled in the land of ignorance*** And made following easy, like the blind

"So they are those" means those of whom there is no doubt in their open sinfulness. Listen, he says: The ignorant ones are of two types. The first type is those who are capable of guidance and knowledge, meaning people who are able to seek knowledge, research, and ask questions, but they were negligent. The author's statement "by the means that are easy and possible" means that the means of reaching knowledge are facilitated. Allah the Exalted said:
And We have certainly made the Qur'an easy for remembrance, so is there any who will remember? ولقد يسرنا القرآن للذكر فهل من مدكر
[Al-Qamar 54:17]
There is no difficulty if they wanted the truth, but they did not want it. They made it easy. "But they settled in the land of ignorance" means they settled, that is, they inclined toward the land of ignorance and made following easy, like the blind. They said, "What do we have to do with people? We follow our scholars and do not ask or research." So, do they have negligence or not? They have negligence, because they are capable of seeking knowledge and the means are facilitated, but they settled in ignorance and made following easy. They said, "We follow so-and-so, and we are under his responsibility." He says:
"They did not exert what is possible in their*** Attainment of the truth" Meaning they did not exert what they are able to do to attain the truth. "Belittling this matter"
So these, the author (may Allah have mercy on him) says:
"So they are those of whom there is no doubt in their open sinfulness" Meaning there is no doubt that these are open sinners. So the common people who are in a land of religious innovation now, or in a land of shirk (associating partners with Allah), that is, in a land where there is shirk, and they are Muslims, these common people, according to the statement of Ibn al-Qayyim, are open sinners. Open sinners, because they are capable of seeking knowledge, but they settled in ignorance and made following easy. They said, "What do we have to do with research? So-and-so scholar says this is permissible, and so-and-so scholar is on this path, and so-and-so scholar looks at us and does not forbid us, so we are not obligated to follow them. Leave these people; these are strict, these are rigid, these have such-and-such, and these have such-and-such, we are not obligated by them." These, Ibn al-Qayyim says: "There is no doubt in their open sinfulness" That they are open sinners.
"And regarding their disbelief, there are two views with us" Meaning there are two views: are they declared disbelievers or not? Whoever says that these are like those about whom Allah said:
Indeed, we found our fathers upon a religion إنا وجدنا آباءنا على أمة
[Az-Zukhruf 43:22]
considers them disbelievers. And the one who says these are ignorant people who think their scholars are more knowledgeable than the others says that these have an excuse, so they are open sinners. And on this basis, we take the consensus that these are not described as just. Yes, they are not described as just, because their state is between open sinfulness and disbelief. As for them being just, that is not the case.
