The Shaykh : Fasting the white days, which are the thirteenth, fourteenth, and fifteenth, is a recommended practice (sunnah) and not obligatory. So if a person leaves them and does not fast them, there is no blame on him. If he fasts one day and leaves two days, there is no blame. If he fasts two days and leaves one day, there is no blame. If he fasts three days scattered, consecutive, or in succession, there is no blame. If he fasts at the beginning of the month, in the middle, or at the end, there is no blame. Aisha (may Allah be pleased with her) said:
The Prophet (peace and blessings be upon him) used to fast three days of every month, not caring whether he fasted them from the beginning of the month, the middle, or the end. كان النبي صلى الله عليه وسلم يصوم ثلاثة أيام من كل شهر، لا يبالي من أول الشهر صامها أو من وسطه أو من آخره
.

Rather, whoever fasts three days of every month is like one who fasts the whole year, whether it is from the beginning of the month, the middle, or the end.

Fasting three days of every month is permissible at the beginning of the month, in the middle, or at the end. And it is better that these three days be the thirteenth, fourteenth, and fifteenth.
