Is ta'wir called lying, as Ibrahim (peace be upon him) said when he excused himself regarding intercession for the creation? He lied three lies, even though he did not lie, but he used ta'wir. So some scholars said that the intended meaning of lying in the hadith is what? Ta'wir. And likewise the hadith of the man regarding his wife, and the hadith of the woman regarding her husband, in which it was stated that lying is permissible in that, and the intended meaning is ta'wir. Also, I advise the brothers not to overuse ta'wir with their wives. Do not overuse ta'wir, because if they overuse ta'wir and then it is known that there is nothing behind it, she will never believe him again. And likewise, if he tells her something and uses ta'wir, and she finds out that the matter is ta'wir with nothing behind it, she will not believe him. So there is a difference between what is permissible absolutely and what is permissible with restriction.
In any case, lying is forbidden; this is the original ruling. If it involves taking wealth by falsehood or circumventing the state's system, it becomes more severe. And if it is accompanied by an oath, it becomes even greater and more severe. For the Prophet (peace and blessings be upon him) said:
He who swears an oath in which he tells a lie to take the property of a Muslim by unfair means, will meet Allah while He is angry with him. من حلف على يمين هو فيها فاجر ليقتطع بها مال امرئ مسلم لقي الله وهو عليه غضبان
