What is the meaning of "arrival" in the saying of Allah the Exalted: "And there is no one among you but will pass over it"?

Machine translationRead the Arabic original
The questioner : This questioner is asking, "O Shaykh, does the arrival at the Fire mean entering it, or what does it mean?"

The Shaykh : The questioner is referring to the saying of Allah the Exalted:
And there is none of you except he will come to it. This is upon your Lord an inevitability decreed. وإن منكم إلا واردها كان على ربك حتما مقضيا
[Maryam 19:71]
The scholars have differed on this. Is the meaning of "arrival" ascending the Sirat, since the Sirat is established over Hellfire—may Allah protect us and you from it—or does "arrival" mean that they will be cast into it? The stronger position is that "arrival" means passing over Hellfire. One who passes by something in close proximity to it is correctly described as having arrived at it. This is the stronger position. Yes.

The questioner : May Allah reward you with good. We return, O Shaykh, to the woman's question.

The Shaykh : There is nothing wrong with it. All right.
