How to respond to the argument of those who permit making graves into mosques, based on the saying of the Exalted:

The questioner : A questioner says: Those who permitted making graves into mosques cited as evidence the verse:
We will surely take [for ourselves] over them a masjid." لنتخذن عليهم مسجدا
[Al-Kahf 18:21]
and the fact that the Prophet (peace and blessings be upon him) was buried in his chamber and then it was incorporated into his mosque?

The Shaykh : First, did Allah mention this story as an approval or as a statement of fact? As a statement of fact:
Said those who prevailed in the matter, "We will surely take [for ourselves] over them a masjid." قال الذين غلبوا على أمرهم لنتخذن عليهم مسجدا
[Al-Kahf 18:21]

Furthermore, the verse does not state that they took them; rather, it says they said, "We will take them."
We will surely take [for ourselves] over them a masjid." لنتخذن عليهم مسجدا
[Al-Kahf 18:21]
Allah the Exalted relates to us from the news of what came before what He does not affirm, but rather He informs of the reality.
They have certainly disbelieved who say, "Allah is the third of three." لقد كفر الذين قالوا إن الله ثالث ثلاثة
[Al-Ma'idah 5:73]
The Jews say, "Ezra is the son of Allah "; and the Christians say, "The Messiah is the son of Allah." وقالت اليهود عزير ابن الله وقالت النصارى المسيح ابن الله
[At-Tawbah 9:30]
So this is a narration about these people that they will take them, and it does not contain a text that they took them. But even if it did contain a text, or if there were evidence from the Sunnah that they took the mosque, that is not Allah mentioning it in the way of affirmation.
As for the Sunnah, it is explicit in prohibiting the making of graves into mosques. The Prophet (peace and blessings be upon him) even cursed, while on his deathbed, those who make graves into mosques, and he said:
but you must not take graves as mosques; I forbid you to do that. ألا فلا تتخذوا القبور مساجد فإني أنهاكم عنه

As for the grave of the Prophet (peace and blessings be upon him), the Prophet (peace and blessings be upon him) was not buried in the mosque, nor was his mosque built over his grave. As for the fact that he was not buried in the mosque, that is a clear matter; where was he buried? In the chamber of 'A'ishah (may Allah be pleased with her). And as for the fact that his mosque was not built over his grave, that is also clear, indeed even clearer. The Messenger (peace and blessings be upon him) built his mosque after digging up the graves from it and purifying its land from graves, then he built the mosque. He did not build his mosque over a grave. This is well-known, meaning it does not need me to deny it because it is clear. However, he was not buried in the mosque; he was buried in his chamber. When the people needed to expand the mosque in the time of al-Walid, the mosque was expanded, and the chamber of the Prophet (peace and blessings be upon him) was demolished and incorporated into the mosque. The chamber remained a separate structure, not inside the mosque; it is distinct, clear, and there is no issue with it. Then, it is obligatory for us not to oppose the action of the people, and not to oppose the saying of the Messenger with the action of the people. I mean, if we assume that it entered the mosque without being a separate enclosure, the fact that it was done does not mean that the words of the Messenger are discarded and left aside, while he is saying:
So do not take the graves as mosques, for I forbid you from doing that ألا فلا تتخذوا القبور مساجد فإني أنهاكم عن ذلك
