The Shaykh : Yes, if a woman reaches the miqat while menstruating and intends to perform 'Umrah, she has a choice. If she wishes, she may enter the state of ihram for 'Umrah, but she must not perform tawaf or sa'y until she becomes ritually pure. If she wishes, she may cancel the 'Umrah, enter without ihram and without 'Umrah, and return without having performed 'Umrah, and this does not harm her, because 'Umrah is voluntary. However, it is said that if the woman knows that she will become ritually pure before returning to her hometown, it is better for her to enter ihram from the miqat and wait until she becomes ritually pure, so that she can perform tawaf and sa'y. If she knows that she will not become ritually pure before returning to her hometown, she should not burden herself and should not enter ihram. But suppose her menstruation was irregular and she became ritually pure before the usual time; then she may enter ihram from al-Tan'im and perform the 'Umrah.
