Is it considered seclusion for a woman to ride alone in a car with the driver?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O honorable Shaykh, he says:The questioner : The Messenger of Allah (peace and blessings be upon him) said:
No man is alone with a woman except that Satan is the third among them. ما خلا رجل بامرأة إلا كان الشيطان ثالثهما
He asks: Is it considered seclusion for a woman to ride alone in a car with the driver? And is it permissible for an elderly woman to do so? And is there a necessity, and what is the extent of this necessity? Because the common people say this is not seclusion, especially in cities?

The Shaykh : These are four questions.
The student: They are all dependent on one another.

The Shaykh : A woman riding alone with the driver is seclusion, and severe seclusion at that, because if Satan is the third among them, he will put all evil in their minds. This driver is able to take her out by force to the outskirts of the town, and Satan will tempt him. So, I mean, a woman riding alone with the driver is seclusion and is not permissible. We have heard of much evil and calamity that has occurred because of this. However, if an adult, sane woman rides with her, the seclusion is removed, and it is permissible for the two women to ride with the driver if he is trustworthy. Likewise, if she has a mahram (a relative one may not marry) with her, a man who is adult and sane, there is nothing wrong with it. Yes.
