O you who have believed, when you rise to [perform] prayer, wash your faces يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ
[Al-Ma'idah 5:6]

The Shaykh : The intention for wudu' is divided into two parts: First: the intention of the act itself. This is obligatory, whether one performs wudu' for prayer, for reciting the Qur'an, or for dhikr in general, based on the saying of the Prophet (peace and blessings be upon him):
The reward of deeds depends upon the intentions and every person will get the reward according to what he has intended. إنما الأعمال بالنيات وإنما لكل امرئ ما نوى

However, regarding the intention of obedience (compliance), is that only when intending to pray, based on the saying of Allah the Exalted:
O you who have believed, when you rise to [perform] prayer, wash your faces يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ
[Al-Ma'idah 5:6]
and so on, or is the intention of obedience with every prescribed wudu'? The second option is closer to the truth: you intend obedience with every prescribed wudu'. For example, if you intend to perform wudu' for tawaf, or if you intend to perform wudu' for reciting the Qur'an or for dhikr in general, you intend thereby to obey the command of Allah, Mighty and Majestic, in His command regarding wudu'.
