I mean, if we say that the ears are part of the head, then if a person performs Hajj or 'Umrah and shortens the hair on his head, does he shorten the hair that is on the ear, or does he shave it? Yes, some people have hair on their ears. The apparent meaning of the text is that it is included in that, and that a person who performs 'Umrah or Hajj should cut that hair. However, I cannot be certain that the Messenger of Allah (peace and blessings be upon him) used to shave the hair on his ears when he shaved his head.
However, in the case of wudu', it is apparent that those who described his wudu' say: "He wiped over his head and his ears." But it has not been reported from the Messenger of Allah (peace and blessings be upon him) regarding the shaving of the head that he shaved his head and his ears.
