The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
Your Eminence, a man was unable to stay overnight at Muzdalifah and did not perform the farewell circumambulation. Consequently, a sacrificial animal became due for not staying overnight at Muzdalifah, and another for not performing the circumambulation. Is it permissible for him to slaughter in his place of residence and distribute the meat of both animals, if it is difficult for him to bring the animals to the Haram?

The Shaykh : Yes, this man who left off staying overnight at Muzdalifah and left off the farewell circumambulation has left off two obligatory acts of Hajj. He owes a sacrificial animal for each obligatory act. The sacrificial animal due for leaving off an obligatory act must be in Makkah. It is not necessary for him to go there himself; he can appoint one of the pilgrims or those performing 'Umrah to slaughter it and distribute all of its meat to the poor there.
