The Shaykh : Yes, provided that the latrines are not in a separate building. If they are in a separate building, they resemble the bathroom or are worse than it, and there is a prohibition against praying in the bathroom. However, if they are not separate, such as if the mosque roof is one unit and these toilets are on one side of it, there is nothing wrong with praying above them.
