This means that when Allah, Glorified and Exalted is He, created the pen, He said to it, "Write." In the hadith of 'Imran ibn Husayn:
His Throne was over the water وكان عرشه على الماء
Sahih al-Bukhari 4684
, so the writing followed the creation of the pen, and the Throne of Allah was upon the water, so the Throne is the prior thing.
"When Allah created it, He said, 'Write thus,' *** so it became, by Allah's command, flowing
It flowed with what is to happen forever until *** the Day of Resurrection by the power of the Most Merciful"

Allah is the Greatest! When Allah created the pen in that very moment, He said to it, "Write." It said, "What shall I write?" He said, "Write what is to happen until the Day of Resurrection." So it flowed in that moment with what is to happen until the Day of Resurrection, and it does not change or alter.
"Was the Lord of the Throne, Exalted is His Majesty, *** before this weak and deficient?
Or was He not always possessing power, and the act *** was always possible for Him and within His capability?"

Well, this question is a clarifying question. It asks: Was Allah weak before that? Because if we say that a sequence in the past is impossible, then this impossibility would have to be among the attributes of Allah, and Allah would be incapable of creating, and then He would start creating, and this is impossible; it is a deficiency in Allah.
"Or was He not always possessing power, and the act *** was always possible for Him and within His capability?"
What do we say? Yes or no? We say: Yes, He was not always possessing power, and the act was always possible for Him and within His capability.
