And do not make your hand [as] chained to your neck or extend it completely and [thereby] become blamed and insolvent. وَلا تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَى عُنُقِكَ وَلا تَبْسُطْهَا كُلَّ الْبَسْطِ فَتَقْعُدَ مَلُومًا مَحْسُورًا
[Al-Isra 17:29]

The questioner : Yes.

The Shaykh : Its meaning is that Allah, Glorified and Exalted is He, forbade a person from making his hand tied to his neck. This means do not clench your hand and tie it to your neck, thereby preventing the obligatory or recommended spending, and becoming stingy. Nor should you extend it to the utmost, meaning you stretch it out and spend money in other than its proper place. Indeed, people in spending are divided into three categories: a miser, a wasteful spender, and a moderate one. The third of them is the one who is upon the truth and upon guidance. For this reason, Allah, Mighty and Majestic, praised them in His saying:
And [they are] those who, when they spend, do so not excessively or sparingly but are ever, between that, [justly] moderate وَالَّذِينَ إِذَا أَنفَقُوا لَمْ يُسْرِفُوا وَلَمْ يَقْتُرُوا وَكَانَ بَيْنَ ذَلِكَ قَوَامًا
[Al-Furqan 25:67]
