This indicates that these people denied the ascent of the Messenger of Allah (peace and blessings be upon him) to Allah, because they deny the exaltation of Allah. If they deny the exaltation of Allah, it necessarily follows that they deny the one who ascends to Allah, or deny the exaltation of the one who ascends to Allah.
"You said it was an illusion, or lies, or *** the Mi'raj did not reach the Most Merciful"
These are three statements: an illusion, and among that is the statement of those who said: it was a dream, that the Messenger did not actually ascend, but rather he saw it in a dream.
You said it was lies, and that is because of their premise that creed is not established by ahad (a report with a limited chain) reports, even though the Mi'raj is mutawatir (a mass-transmitted report), and the Qur'an has indicated it in Surat al-Najm.
You said that the Messenger did not ascend to the Most Merciful, but rather he ascended to the heavens, and as for the Most Merciful, He is not above the heavens, so the ascent is not to Allah, but an ascent to what is above the heavens, but not to Allah.
So these are three statements they made in order to deny the exaltation, the exaltation of Allah (Mighty and Majestic). We ask Allah for safety.
"For when" means: for when the matter was
"what is above the highest heavens *** is the Lord to whom the end of man is"
And if there is no Lord above the heavens, to whom did the Messenger ascend? To other than Allah, his ascent was to other than Allah, he went up to look at the heavens and what is in them, then he returned.
