The Shaykh : He (may Allah have mercy on him) says:
"And for that, they have legislated the Sunnah of our Fajr ***"
"They have legislated" means:
Say: O you disbelievers! قل يا أيها الكافرون
and
Say, "He is Allah, [who is] One, قل هو الله أحد
[Al-Ikhlas 112:1]
meaning: their recitation has been legislated in the Fajr Sunnah. Is it prescribed to recite anything other than them? Hmm?
Say, [O believers], "We have believed in Allah قولوا آمنا بالله
[Al-Baqarah 2:136]
in the first rak'ah,
Say, "O People of the Scripture, come وقل يا أهل الكتاب تعالوا
[Ali 'Imran 3:64]
in the second. So, two Sunnahs:
Say: O you disbelievers! قل يا أيها الكافرون
and
Say, "He is Allah, [who is] One, قل هو الله أحد
[Al-Ikhlas 112:1]
or
Say, [O believers], "We have believed in Allah قولوا آمنا بالله

which is in Surat al-Baqarah, and
