What is the Sunnah regarding the recitation in the two rak'ahs of Fajr?

Machine translationRead the Arabic original
A message from one of the listening brothers, containing a collection of questions. The listener (A. 'A. 'A. Mahmoud) says in one of them: We ask you to tell us about the prayer of al-Raghaybah al-Fajr. Do we recite al-Fatihah and another surah with it?
Answer: The Sunnah is called the rawatib, the rawatib of Fajr. As for calling it al-Raghaybah, that is a name for which I do not know a source. The intended meaning is the Sunnah of Fajr, which consists of two rak'ahs. It is better to perform it in the house, and if one performs it in the mosque, there is no harm. One recites al-Fatihah and
Say: O you disbelievers!قل يا أيها الكافرون
in the first rak'ah, and in the second:
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
with al-Fatihah. Or one recites the verse from al-Baqarah in the first rak'ah with al-Fatihah:
Say, [O believers], "We have believed in Allah and what has been revealed to us and what has been revealed to Abraham and Ishmaelقُولُوا آمَنَّا بِاللَّهِ وَمَا أُنزِلَ إِلَيْنَا وَمَا أُنزِلَ إِلَى إِبْرَاهِيمَ وَإِسْمَاعِيلَ
[al-Baqarah:136], the verse. And in the second rak'ah, after al-Fatihah, the verse from al-Imran:
Say, "O People of the Scripture, come to a word that is equitable between us and you - that we will not worship except Allahقُلْ يَا أَهْلَ الْكِتَابِ تَعَالَوْا إِلَى كَلِمَةٍ سَوَاءٍ بَيْنَنَا وَبَيْنَكُمْ أَلَّا نَعْبُدَ إِلَّا اللَّهَ
[al-Imran:64]. The Prophet (peace and blessings be upon him) did all of this, both this and that. It is a confirmed Sunnah, but lightness is prescribed in it. It is better in the house, and if one prays it in the mosque, there is no harm. It is prescribed for both men and women, and for the traveler and the resident, for everyone. Yes.
The presenter: May Allah reward you with good.
