The answer is: The difference is that in al-'Aqidah al-Wasatiyyah, the Shaykh (may Allah have mercy on him)—I mean Ibn Taymiyyah—speaks about issues, about matters, and he may perhaps refer to the rules, but the original point is that he speaks about the issues.
As for this, it investigates the general rules regardless of any specific issue. The difference between them is similar to the difference between the principles of jurisprudence and jurisprudence, because these are rules, and what the Shaykh (may Allah have mercy on him) mentioned in al-Wasatiyyah are the issues of faith in hearing, seeing, life, power, and the like. Therefore, each has its own direction, and one should pay attention to these rules because they are beneficial, and it is rare to find them collected in a book. Understanding them and paying attention to them is among the important matters and is what we advise.
