The ruling on raising the voice with the dhikr prescribed after prayer

Machine translationRead the Arabic original
The Shaykh : One should raise the voice with this dhikr, based on the statement of Ibn 'Abbas (may Allah be pleased with him and his father):
Dhikr (mentioning the name of Allah) in a loud voice after obligatory prayers was (a common practice) during the lifetime of the Messenger of Allah (ﷺ) كان رفع الصوت بالذكر حين ينصرف الناس من المكتوبة على عهد النبي صلى الله عليه وسلم
Sahih Muslim 583c
unless there is a man next to you who is making up a prayer and you fear that you will disturb him because you are close to him. In that case, you keep it to yourself. But if there is no disturbance, you raise your voice with it, because this is what was known in the time of the Prophet (peace and blessings be upon him). As for the view of some scholars that one should keep it to oneself and not raise the voice, their statement is refuted by what is established in *Sahih al-Bukhari* from Ibn 'Abbas:
Narrated `Abdullah bin `Umar: In the lifetime of Allah's Messenger (ﷺ) the mosque was built of adobes, its roof of the leaves of date-palms and its pillars of the stems of date-palms. Abu Bakr did not alter it. `Umar expanded it on the same pattern as it was in the lifetime of Allah's Messenger (ﷺ) by using adobes, leaves of date-palms and changing the pillars into wooden ones. `Uthman changed it by expanding it to a great extent and built its walls with engraved stones and lime and made its pillars of engraved stones and its roof of teak wood. أن رفع الصوت بالذكر كان على عهد رسول الله صلى الله عليه وسلم
Sahih al-Bukhari 446
. It is strange that they responded to this hadith with a weak answer. They said that the Prophet (peace and blessings be upon him) only raised his voice with it for the sake of teaching.
The refutation of this is from two angles: the first angle is that the Messenger (peace and blessings be upon him).
