Benefits of the Verse: “And believe in what has been revealed to you as confirmation of what is with you, and do not be the first to disbelieve in it, and do not exchange My verses for a small price, and fear Me, O you who have understanding.”

And among the benefits of the verse that follows is that it is obligatory for the Children of Israel to believe in Muhammad (peace and blessings be upon him) and the Qur'an that Muhammad (peace and blessings be upon him) brought, based on His saying:
And believe in what I have sent down confirming that which is [already] with you وآمنوا بما أنزلت مصدقا لما معكم
[Al-Baqarah 2:41]

And among its benefits is that the disbeliever is addressed with Islam, and this is a matter of consensus. But is he addressed with the branches of Islam? There is a distinction. If by “addressed” you mean that he is commanded to perform them, then no, because he must first embrace Islam and then perform them. For this reason, the Prophet (peace and blessings be upon him) said to Mu'adh ibn Jabal:
Let the first thing you call them to be the testimony that there is no deity but Allah and that Muhammad is the Messenger of Allah. If they respond to that, then inform them that Allah has made obligatory upon them five prayers in every day and nightفليكن أول ما تدعوهم إليه شهادة أن لا إله إلا الله محمد ا رسول الله فإن أجابوا لذلك فأعلمهم أن الله افترض عليهم خمس صلوات في كل يوم وليلة
This means they are not addressed with the actions; that is, it is not said to them, “Do this.” So we do not say to a disbeliever, “Come, pray.” Rather, we first command him to embrace Islam. But if by “addressed” you mean that they are addressed with the branches in the sense that they will be punished for them if they die upon disbelief, then this is correct. For this reason, it is said to the criminals:
(42) [And asking them], "What put you into Saqar?" (43) They will say, "We were not of those who prayed, (44) Nor did we used to feed the poor. (45) And we used to enter into vain discourse with those who engaged [in it], (46) And we used to deny the Day of Recompense (47) Until there came to us the certainty." ما سلكم في سقر قالوا لم نك من المصلين ولم نك نطعم المسكين وكنا نخوض مع الخائضين وكنا نكذب بيوم الذين حتى أتانا اليقين
[Al-Muddaththir 74:42-47]
This means this was their habit until they died. The indication from the verse is that if they had not been addressed with the branches, their saying
We were not of those who prayed, (44) Nor did we used to feed the poor. لم نك من المصلين ولم نك نطعم المسكين
[Al-Muddaththir 74:43-44]
would have been futile with no benefit.
