Is one to be blamed for fearing the evil eye and the jinn?

Machine translationRead the Arabic original
The questioner : Wudu' is prescribed for one who intends to pray. If, for example, a person comes to the mosque for a purpose other than prayer, such as reviewing a lesson, do we say that wudu' is obligatory for him?

The Shaykh : If you intend to pray, perform wudu'. But if you intend to come for review, nothing is obligatory upon you.

The questioner : Is it permissible to sit in the mosque without wudu'?

The Shaykh : Yes, one may sit without wudu'. The Prophet's (peace and blessings be upon him) statement:
If anyone of you enters a Mosque, he should not sit until he has offered a tworak` at prayer. إذا دخل أحدكم المسجد فلا يجلس حتى يصلي ركعتين
Sahih al-Bukhari 1167
is known to be addressed to one who is in a state of wudu'.
