The Shaykh : No, the correct view is that he is not required to return. The hadith reported on this matter is weak and anomalous; although its chain of narration is acceptable, it contradicts many authentic hadiths. Furthermore, the fact that the Muslim community has abandoned acting upon it indicates that it is weak and not a valid proof. Also, many people today wish to perform the Tawaf on the Day of Eid but are unable to do so; they fear for their lives and may die, so they delay the Tawaf out of dire necessity. Therefore, even if the hadith were authentic, one who delays the Tawaf from the Day of Eid out of fear for his life owes nothing. This means that the first tahallul is valid for him and he does not return to the state of ihram a second time. Yes.
