The ruling on one who forgets to shorten the hair or shave the head during 'Umrah

Question:
A man performed 'Umrah with four women. When he finished the rituals, he shaved his head but forgot to have the women shorten their hair until he returned to Ta'if. He also did not do anything after he remembered. What should be done?
Answer:
Shortening the hair and shaving the head are not required to be done in Makkah. If one forgets and returns to Jeddah, Ta'if, Riyadh, Sham, or any other place, and then remembers, he should shave or shorten the hair, whether for 'Umrah or Hajj, whether shaving or shortening, and praise be to Allah.
A person may shave for himself, and he may shorten his own hair and shorten his wife's hair; there is nothing wrong with that. Everyone may shorten their own hair: a woman shortens her own hair, and a man shortens his own hair or shaves for himself; there is nothing wrong with that.
If one forgets in Makkah, he should do it in Ta'if or Jeddah or the like. However, if a woman or a man has intercourse with his wife before he shaves, this is an error. If he did it intentionally, he must repent to Allah, and he owes an expiation for the harm, which is the fidyah of harm: feeding six poor people, or fasting for three days, or slaughtering a sheep. This applies if he has intercourse with his wife before he shortens his hair or before she shortens her hair in Hajj or 'Umrah, if he has already stoned the pillars and performed tawaf but only the shortening or shaving remains in Hajj, or if he performed tawaf and sa'y in 'Umrah but forgot to shorten the hair and had intercourse with his wife.
If it is the person in ihram who is responsible, he owes this fidyah—the fidyah of harm—which the Prophet (peace and blessings be upon him) ordered Ka'b ibn Ujrah to perform, which is fasting for three days, or feeding six poor people, or slaughtering a sheep. Likewise, if a woman forgets and her husband has intercourse with her before she shortens her hair, she does this, and her 'Umrah is valid, because the majority of the rituals have passed, and the pillars have been fulfilled, and only this obligatory act remains. It is like one who shaves his head for a skin condition, or applies perfume, or wears sewn clothing before exiting ihram.
