The Shaykh : Offering the greeting to a non-Muslim is forbidden, based on the saying of the Prophet (peace and blessings be upon him and his family):
Do not initiate the greeting to the Jews and the Christians لا تبدأوا اليهود والنّصارى بالسّلام

The Shaykh : A moment. If a person does not know, he should greet them on the assumption that they are Muslims. If it then turns out that they are disbelievers, he is not sinful.
