The Shaykh : Yes.

The questioner : Yes, and it is difficult to find a mahram (relative one may not marry). For example, she might find her cousin, but he is old in age and she is also old. In this case, is Hajj obligatory upon her, given her ability?

The Shaykh : Yes, if the woman is able to perform Hajj with her money and has a lot of money, but she cannot find a mahram (relative one may not marry), then Hajj is dropped from her, and she is not sinful for leaving it. This is because Allah the Exalted says:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way ولله على النّاس حجّ البيت من استطاع إليه سبيلا
[Ali 'Imran 3:97]
