The questioner : O Shaykh, one of the brothers is asking and saying: regarding the Ruqyah practitioner who takes money from the patient, what is his ruling? And does the patient perform ablution with the water that was recited over, or take a ritual bath with it? He wants the supplication, O Shaykh?

The Shaykh : It is permissible for the Ruqyah practitioner to stipulate something for himself, because the Companions (may Allah be pleased with them), whom the Prophet (peace and blessings be upon him) sent, were hosted by a people who did not host them. So Allah decreed for their master that he was stung by a scorpion. They sought a Ruqyah practitioner, and they came to the Companions and said, "Is there among you anyone who can perform Ruqyah?" They said, "Yes, but we will not perform Ruqyah except for so much and so much of sheep." So they gave them, and one of them went and began to recite to him from the opening of the Book until this stung man stood up as if he had been untied from a rope. So they took what was stipulated for them until they came to the Prophet (peace and blessings be upon him and his family) and asked him about it. He said:
Narrated Abu Sa’id Al Khudri: Some of the Companions of Prophet (ﷺ) went on a journey. They encamped with a clan of the Arabs and sought hospitality from them, but they refused to provide them with any hospitality. The chief of the clan was stung by a scorpion or bitten by a snake. They gave him all sorts of treatment, but nothing gave him relied. One of them said: Would that you had gone to those people who encamped with you ; some of them might have something which could give you relief to your companion. (So they went and) one of them said: Our chief has been stung by a scorpion or bitten by a snake. We administered all sorts of medicine but nothing gave him relief. Has any of you anything, i.e. charm, which gives healing to our companion. One of those people said: I shall apply charm; we sought hospitality from you, but you refused to entertain us. I am not going to apply charm until you give me some wages. So they offered them a number of sheep. He then came to and recited Faithat-al-Kitab and spat until he was cured as if he were set free from a bond. Thereafter they made payment of the wages as agreed by them. They said: Apportion (the wages). The man who applied the charm said: Do not do until we come to the Messenger of Allah (ﷺ) and consult him. So they came to the Messenger of Allah (ﷺ) next morning and mentioned it to him. The Messenger of Allah (ﷺ) said: From where did you learn that it was a charm ? You have done right. Give me a share along with you. خذوا واضربوا لي معكم بسهم

, so there is no harm in this. But making it a trade, meaning a business, to the extent that I have heard some people write verses from the Qur'an on papers with saffron, and this paper is worth seventy riyals, and this one is worth one hundred riyals, and this one is worth fifty riyals, meaning it is like a pharmacy! So I doubt the permissibility of this thing.
Then I say to my brother reciters: Let them make their matter for Allah (Mighty and Majestic) and for the benefit of their brothers, so that Allah places blessing and good in their recitation. And the story of the Companions (may Allah be pleased with them), perhaps the excuse of the Companions was that these people did not host them despite the obligation of hosting them, so they said: "These are people who did not honor us and did not fulfill our right, so we will not benefit them except with something like this."
As for taking a ritual bath with the water that was recited over, or performing ablution with it, I do not see this. What I know from the righteous Salaf is that they drink the water that was recited over, and that they do not wash their bodies with it or perform ablution with it. Yes.
