Does a resident of Makkah who goes out to Jeddah and intends to perform Hajj have to enter the state of ihram from Jeddah? And is it permissible for him to enter with an 'Umrah so that he would thereby be a person performing tamattu'?

Machine translationRead the Arabic original
The Shaykh : If a resident of Makkah goes out to Jeddah, for example, and then returns to Makkah on the fifth of Dhu al-Hijjah, and he intends to perform Hajj in that year, is it obligatory for him to enter the state of ihram from Jeddah, and is it permissible for him to enter the state of ihram for an 'Umrah so that he would thereby be a person performing tamattu'?
He may enter the state of ihram for an 'Umrah and be a person performing tamattu'. And if he intends to perform Hajj, it is not obligatory for him, because his home is in Makkah.
