The Shaykh : Yes.

The questioner : A person told me, saying: There is a hadith that in Makkah:
And whoever intends to do a bad deed and does not do it, a bad deed is recorded for him. ومن همَّ بسيئة ولم يعملها كتبت له سيئة
As-Sunan al-Kubra lil-Nasa'i 67:38
I do not know if this hadith is authentic or not?

The Shaykh : If he intends it but does not do it, then if he leaves it for the sake of Allah, he is rewarded for that. But if he leaves it because his soul is pleased with it, he is not rewarded for leaving it; it is recorded against him.

The Shaykh : In Makkah:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment. وَمَنْ يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍ
