The questioner : This questioner says, “O honorable Shaykh, one of the worshippers in the neighborhood mosque told me that in his country, some Muslims—may Allah guide them—distribute flowers, fragrant plants, and the like on the graves of their deceased and make supplication for them by raising their hands toward the graves. I told him that this is not permissible and that it is a religious innovation. What is your advice for such people?”

The Shaykh : Our advice to these people is to fear Allah (Mighty and Majestic) and to conduct their affairs according to the methodology of the Prophet (peace and blessings be upon him), his family, and his Companions. The Prophet (peace and blessings be upon him), when he went out to the graveyards, would greet them and make supplication for them. He did not carry flowers to place on their graves, nor did he (peace and blessings be upon him) make supplication for them facing the qiblah with his hands raised. Rather, he would say:
Peace be upon you, abode of a people of faith. And we, if Allah wills, will be joining you. May Allah have mercy on those of us who have gone before and those who come after. We ask Allah for well-being for us and for you. O Allah, do not deprive us of their reward, and do not test us after them, and forgive us and them. السلام عليكم دار قوم مؤمنين وإنا إن شاء الله بكم لاحقون يرحم الله المستقدمين منا ومنكم والمستأخرين نسأل الله لنا ولكم العافية اللهم لا تحرمنا أجرهم ولا تفتنا بعدهم واغفر لنا ولهم
.
Also, they should not call upon these buried people, for calling upon them is major shirk (associating partners with Allah), and I seek refuge in Allah from that, because they are never able to respond to it. Allah (Blessed and Exalted is He) said:
If you invoke them, they do not hear your supplication; and if they heard, they would not respond to you. And on the Day of Resurrection they will deny your association. And none can inform you like [one] Acquainted [with all matters]. إِن تَدعوهُم لا يَسمَعوا دُعاءَكُم وَلَو سَمِعوا مَا استَجابوا لَكُم وَيَومَ القِيامَةِ يَكفُرونَ بِشِركِكُم وَلا يُنَبِّئُكَ مِثلُ خَبيرٍ
[Fatir 35:14]
And He said:
Indeed, Allah causes to hear whom He wills, but you cannot make hear those in the graves. (23) You, [O Muhammad], are not but a warner. إِنَّ اللَّهَ يُسمِعُ مَن يَشاءُ وَما أَنتَ بِمُسمِعٍ مَن فِي القُبورِ * إِن أَنتَ إِلّا نَذيرٌ
[Fatir 35:22-23]
