The siwak in wudu is a recommended practice (sunnah). The Prophet (peace and blessings be upon him) said:
Were it not hard on my ummah, I would order them to use the tooth-stick at the time of every prayer لولا أن أشق على أمتي لأمرتهم بالسواك عند كل وضوء
Sunan Abi Dawud 47Sahih (Al-Albani)
The scholars said: Its place is at the time of gargling, because gargling is what purifies the mouth, so it is done at the time of gargling. If that is not feasible for him, then it is after the wudu. The matter is broad in this regard; it is done after it.
