Following what is mentioned in the sacred texts: that whoever intends to do a bad deed and then does not do it, a good deed is recorded for him

The Shaykh : Because in the hadith you referred to, Allah the Exalted said:
for he desisted from doing it for My sake إنما تركها من جرائي
Sahih Muslim 129
meaning: for My sake.
The third case: that he intends it and then leaves it off, not out of fear of Allah or inability to do it, but because his soul is pleased with it. In this case, he has neither a reward nor a blame. The measure is just, because the man did not leave it for the sake of Allah to be rewarded, nor did he leave it due to inability to be excused. So he owes nothing and has nothing to his credit.

The questioner : A questioner says: There is a problem in their country... and that is that the imam of the mosque, the one who delivers the sermon,
accused a woman of unlawful sexual intercourse, and a committee was formed with the shaykh of the village. It was established that this woman is innocent and that the person is a liar. He paid a financial penalty of three thousand pounds in exchange for... this woman. And he says: The issue is whether one should pray behind this imam who accused this woman. Also, the people of this woman and the people of the village ask: is it established?

The Shaykh : Where is this?

The questioner : Outside the country, in one of the neighboring countries that is not governed by the Shari'ah.

The Shaykh : Okay, he should refer to the scholars there.

The questioner : Yes

The Shaykh : Tell him to refer to the scholars there.
