The questioner : May Allah reward you, O Shaykh. I complain to Allah, and then to you, about my father—may Allah forgive him and guide him to the right path. Unfortunately, he is of bad character, undutiful to his parents, abandons prayer, does not fast, causes many problems with family and relatives, and engages in bad behavior to the extent that he goes out onto the rooftops to look at people’s women and other such bad behaviors. Please guide me on what I should do with him?

The Shaykh : It is obligatory for you to advise your father regarding what he is doing and what he has abandoned of his religious obligations, because this is part of being dutiful to him. Let this be done with gentleness, softness, and wisdom. If Allah guides him to the truth, that is what is required. If he does not find guidance, it is obligatory for you to report him to the responsible authorities, because if his situation is as you described, he is a disbeliever who has committed apostasy from Islam, transgressing against Allah’s servants by exposing their private parts from the roof of the house.
Such a person must be called to repent. If he repents, well and good; otherwise, he must be killed as a disbeliever and apostate who has no sanctity. He is not to be washed, shrouded, prayed over, buried with the Muslims, or asked for mercy, because if he dies in that state, he is among the people of the Fire. We ask Allah for guidance for us and for him.
It is not permissible for you to ever condone this state of his, because doing so amounts to condoning apostasy and condoning the transgression against Allah’s servants by exposing their private parts.
