The Shaykh : And it is likely that it is not according to his condition, that there were two idols on al-Safa and al-Marwah, and that in the pre-Islamic age of ignorance they used to circumambulate them. When Islam came, they were hesitant to circumambulate them because the idols were there. There is a third reason, which is that the original ruling in acts of worship is prohibition. So when Allah mentioned the circumambulation of the House and was silent regarding the circumambulation of al-Safa and al-Marwah, they were hesitant and said, "If the circumambulation of al-Safa and al-Marwah is not mentioned, then the original ruling in acts of worship is prohibition and forbiddance, so whoever circumambulates them has committed a sin." So Allah denied that and said: [Al-Baqarah 2:158] These are three reasons. Then it is said: The statement of the Exalted, [Al-Baqarah 2:158], indicates that the statement: [Al-Baqarah 2:158] is not to be taken at its apparent meaning, because their being among the symbols of Allah necessitates the recommendation of circumambulating them. For this reason, Aisha said to her nephew: "How bad what you did, or what you understood". If Allah had intended what Urwah understood, He would have said, "There is no sin on him if he does not circumambulate them," meaning that he should leave them. In any case, she (may Allah be pleased with her) swore in another place that Allah does not complete the Hajj or 'Umrah of a person until he circumambulates al-Safa and al-Marwah.
