The Book of Hajj-10b

The reciter: And Abu Bakr ibn Abi Shaybah narrated to us, and Abu Usamah narrated to us, and Hisham ibn Urwah narrated to us, and my father informed me, saying: قلت لعائشة : ما أرى عليّ جناحًا أن لا أتطوّف بين الصّفا والمروة ، قالت : لم؟ قلت : لأنّ الله عزّ وجلّ يقول : إنّ الصّفا والمروة من شعائر الله الآية ، فقالت : لو كان كما تقول ، لكان : فلا جناح عليه أن لا يطّوّف بهما ، إنّما أنزل هذا في أناسٍ من الأنصار كانوا إذا أهلّوا ، أهلّوا لمناة في الجاهليّة ، فلا يحلّ لهم أن يطّوّفوا بين الصّفا والمروة ، فلمّا قدموا مع النّبيّ صلّى الله عليه وسلّم للحجّ ، ذكروا ذلك له ، فأنزل الله تعالى هذه الآية ، فلعمري ، ما أتمّ الله حجّ من لم يطف بين الصّفا والمروة I said to Aishah: "I see no blame on me for not circumambulating between al-Safa and al-Marwah." She said: "Why?" I said: "Because Allah, Mighty and Majestic, says: 'Indeed, al-Safa and al-Marwah are among the symbols of Allah' [the verse]." She said: "If it were as you say, it would be: 'There is no blame on them if they do not circumambulate between them.' Rather, this was revealed concerning some of the Ansar who, when they entered the state of ihram, would declare their intention for al-Manat in the pre-Islamic age of ignorance, so it was not permissible for them to circumambulate between al-Safa and al-Marwah. When they came with the Prophet (peace and blessings be upon him) for Hajj, they mentioned this to him, so Allah the Exalted revealed this verse. By my life, Allah does not complete the Hajj of one who does not circumambulate between al-Safa and al-Marwah.".

The Shaykh : It passed by us also in the hadith of Aishah, Abdullah ibn Umar, and Abdullah ibn Abbas, which we mentioned for you. Indeed, in the speech of the Prophet (peace and blessings be upon him), we clarified that this is not an oath, and it is not the kind of act that makes one an associate of partners with Allah.
The point of this hadith is her saying: Then, the context of this hadith explains another reason: they used to declare their intention for al-Manat, and out of their reverence for it, they considered it impermissible to circumambulate between al-Safa and al-Marwah, because there were Isaf and Na'ilah there, so Allah revealed this verse.
