If a person is physically able but financially unable, is Hajj obligatory upon him?

Machine translationRead the Arabic original
The questioner : The question, O honorable Shaykh, is: If a person is physically able but financially unable, is Hajj obligatory upon him?

The Shaykh : Yes.

The questioner : For example, if he is here and has no money, how can he go to Makkah?

The Shaykh : We did not mention that he goes from al-Qasim to Makkah. If he is physically able, for example, if he is from the people of Jeddah and is able to walk from Jeddah to Makkah, or if he is from Makkah itself and is able to go out to the stations of Hajj, then it is obligatory upon him. Because Allah said:
for whoever is able to find thereto a way مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلاً
[Ali 'Imran 3:97]
And He made it general. Yes, the right hand and the left hand.
