The questioner : If the one who killed intentionally or by mistake pays the blood money and the awliya (close friends of Allah) accept it, is his conscience cleared of the blood?

The Shaykh : His conscience is cleared of the blood in this worldly life, there is no doubt about that, because he has fulfilled what was required of him. As for the victim, if he repents with a sincere and pure repentance, I hope that Allah the Exalted will bear the responsibility for him regarding the victim, and give the victim a reward for what he missed of this world, due to the generality of the saying of Allah Blessed and Exalted is He:
(68) And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse. And whoever should do that will meet a penalty. (69) Multiplied for him is the punishment on the Day of Resurrection, and he will abide therein humiliated - (70) Except for those who repent, believe and do righteous work. For them Allah will replace their evil deeds with good. And ever is Allah Forgiving and Merciful. وَالَّذِينَ لا يَدْعُونَ مَعَ اللَّهِ إِلَهًا آخَرَ وَلا يَقْتُلُونَ النَّفْسَ الَّتِي حَرَّمَ اللَّهُ إِلَّا بِالْحَقِّ وَلا يَزْنُونَ وَمَنْ يَفْعَلْ ذَلِكَ يَلْقَ أَثَامًا * يُضَاعَفْ لَهُ الْعَذَابُ يَوْمَ الْقِيَامَةِ وَيَخْلُدْ فِيهِ مُهَانًا * إِلَّا مَنْ تَابَ وَآمَنَ وَعَمِلَ عَمَلًا صَالِحًا فَأُوْلَئِكَ يُبَدِّلُ اللَّهُ سَيِّئَاتِهِمْ حَسَنَاتٍ وَكَانَ اللَّهُ غَفُورًا رَحِيمًا
[Al-Furqan 25:68-70]
In this, the great sins are mentioned, including the killing of the soul, and the apparent meaning of the verses is generality, and that Allah the Exalted will expiate for him through his sincere repentance, so He Blessed and Exalted is He will bear what was due to the victim of his right.
And some scholars said: No, rather the right of the victim remains, so it will be taken from the good deeds of the killer, but this is the weaker position, because it contradicts the apparent meaning of the verse. And if a borrower borrows something intending to repay it, Allah repays it for him, meaning He facilitates the repayment for him in this world, or repays it for him in the Hereafter, then this is like him: if he repents, Allah accepts his repentance.
