, Hajj begins from the time of entering ihram for Hajj on the eighth day, but we do not say: he fasts on the eighth and ninth, because the Messenger of Allah (peace and blessings be upon him) did not fast on the Day of 'Arafah. So he fasts on the eleventh, twelfth, and thirteenth. For this reason, Ibn 'Umar (may Allah be pleased with him and his father) and 'Aishah (may Allah be pleased with her) said:
Nobody was allowed to fast on the days of Tashriq except those who could not afford the Hadi (Sacrifice). لم يرخص في أيام التشريق أن يصمن إلا لمن لم يجد الهدي

The scholars said: He may fast them from the time he enters ihram for 'Umrah if he knows that he will not find a sacrificial animal. They cited as evidence for this the saying of the Prophet (peace and blessings be upon him and his family):

And based on this, if a person arrives in Dhul-Qa'dah knowing that he will not find a sacrificial animal, he may fast three days from the time he enters ihram for 'Umrah, and the rest when he returns to his family.

Hajj is [during] well-known months الْحَجُّ أَشْهُرٌ مَعْلُومَاتٌ

The questioner : And acts are not delayed, like the farewell tawaf after the thirteenth, for example?

The Shaykh : How can it not be? The issue is subject to scholarly disagreement. Some scholars say: It is not permissible to delay the tawaf of ifadah to after the days of Tashreeq. Some of them were strict and said: It is not permissible except on the day of 'Id, and if the sun sets on the day of 'Id and he has not performed the tawaf of ifadah, he must return in a state of ihram. Both of these positions are weak, and the correct view is that the matter is broad, and if the sun sets before he performs the tawaf of ifadah, he has exited the first state of restriction and remains in that state. As for the tawaf after the days of Tashreeq, he may delay it until the last day of Dhul-Hijjah.
