The questioner : When a person recites after the Maghrib and Fajr prayers:
There is no god but Allah, alone, without any partner. To Him belong the Kingdom and praise, and He has power over everything لا إله إلا الله وحده لا شريك له، له الملك وله الحمد وهو على كل شيء قدير

The Shaykh : It is not obligatory for the imam to say that before turning toward the worshippers; in fact, it is not part of the Sunnah for him to do so. The Prophet (peace and blessings be upon him) did not sit facing the qiblah after his taslim except for the duration of saying:
O Allah, You are As-Salam, and from you is As-Salam. You are blessed, O One of Magnificence and Generosity. أستغفر الله ثلاثا ، اللهم أنت السلام ومنك السلام تباركت يا ذا الجلال والإكرام

then he would depart.
Nor should the imam prolong it beyond that, because the departure of the ma'mum is tied to it, as it came in the hadith:
Do not precede us in departing. لا تسبقوني بالانصراف
