The Shaykh : Have you not heard our words before? Here, the disbeliever’s Hajj is not valid, and it is not permissible for him to enter the boundaries of the Sacred Precinct, due to the saying of Allah the Exalted:
O you who have believed, indeed the polytheists are unclean, so let them not approach al-Masjid al-Haram يا أيها الذين آمنوا إنما المشركون نجس فلا يقربوا المسجد الحرام
[At-Tawbah 9:28]

So this one who does not pray is not permitted to enter the boundaries of the Sacred Precinct; that is, if he was not inside the Sacred Precinct, it is not permissible for him to enter, and he must be prevented from doing so. If he is with a group and they know that he does not pray, it is obligatory for them, when they approach the boundaries of the Sacred Precinct, to make him dismount. If he refuses, they should speak to the authorities about him, because he is a disbeliever, and it is not permissible for a disbeliever to enter Makkah, nor is his entering the state of ihram for Hajj valid, nor his Hajj, nor his fasting, until he returns to Islam and prays.
