What is the ruling on making up missed prayers?

Machine translationRead the Arabic original
The Shaykh : If a person travels after the time for prayer has entered and does not pray until he is traveling, he prays two rak'ahs. This is because the criterion is the performance of the prayer, not the entry of its time. However, if he intentionally leaves the prayer, whether in a state of safety or while traveling, he does not make it up, and his conscience is not cleared of it, even if he prays a thousand prayers.
This is because if a person intentionally leaves the prayer until its time has passed and then prays it, it is not accepted from him, due to the saying of the Prophet (peace and blessings be upon him)
He who did any act for which there is no sanction from our behalf, that is to be rejected. من عمل عملا ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
.
Delaying the prayer beyond its time is not in accordance with the command of Allah and His Messenger; rather, it is contrary to the prohibition of Allah and His Messenger. Therefore, this act is invalid and does not suffice him. But what should he do? We say: if he repents, Allah will accept his repentance, and there is no need for him to make up what he intentionally left. Yes.

The questioner : Your Eminence, the Shaykh
