The Shaykh : Yes, sending blessings upon the Prophet (peace and blessings be upon him) is a pillar of the prayer in the final tashahhud according to many scholars; the prayer is not valid without it.
As for outside of prayer, it is obligatory to send blessings upon him when his name is mentioned, based on the hadith of Abu Hurayrah regarding the story of Jibril, where he said to the Prophet (peace and blessings be upon him):
