What is the obligation regarding one who is lazy in performing the Fajr prayer?

Machine translationRead the Arabic original
The questioner : A person sleeps through the obligatory prayer and does not pray it with the congregation.

The Shaykh : Yes.

The questioner : Specifically the Fajr prayer, then he gets up after the sun has risen and prays it quickly, and at the same time...

The Shaykh : ...be alerted.

The questioner : ...so that he gets up, but... and what is our obligation toward him, especially if he is a relative?

The Shaykh : As for your obligation toward this man, it is to advise him, to warn him of Allah, and to explain to him the reward and recompense in preserving the prayer. If he is guided, it is for himself; if he is not guided, it is for you and upon him.
As for his action, if he wakes up but is lazy and puts his head back on the pillow, then his prayer after the sun has risen is not accepted from him and does not benefit him with Allah. The evidence for this is the saying of the Prophet (peace and blessings be upon him and his family):
He who did any act for which there is no sanction from our behalf, that is to be rejected. من عمل عملاً ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
And it is known that whoever does not pray the Fajr prayer until after the sun has risen has done a deed for which there is no command from Allah and His Messenger. Thus, his deed is rejected and not accepted from him. Convey this to him from me: that if he is woken up but is lazy and remains asleep, then his prayer after the sun has risen is not accepted from him, and he will be held accountable for it on the Day of Resurrection.
