One of us says it is obligatory except in Ramadan, and the other says it is obligatory even in the month of Ramadan, but without exaggeration in rinsing the mouth in Ramadan. We ask you, may Allah reward you, to clarify the ruling on this matter. May Allah reward you and grant you good for us?

The Shaykh : Praise be to Allah, Lord of the worlds. Rinsing the mouth is obligatory in wudu and ghusl, whether in the daytime of Ramadan or otherwise, meaning whether a person is fasting or not. It is not permissible for a person to neglect it. However, the fasting person should not exaggerate in it, due to the saying of the Prophet (peace and blessings be upon him) to Daqif ibn Subrah:
Snuff up water freely unless you are fasting. بالغ في الاستنشاق إلا أن تكون صائماً

If one does not exaggerate in sniffing water during fasting, then rinsing the mouth is even more so. Know that rinsing the mouth for the fasting person is divided into three categories. The first is obligatory, which is when one is performing wudu or ghusl. The second is permissible, which is when the fasting person needs it because his saliva has dried up and his mouth has become dry; in that case, it is permissible for him to rinse his mouth to moisten his mouth with this water, without swallowing it.
